Kaitlyn Whiton
Policy Analyst


Kaitlyn Whiton is a policy analyst at The Hilltop Institute, where she works on research and policy analysis related to vulnerable populations, especially in the areas of development disabilities and chronic conditions.

Prior to joining Hilltop, Ms. Whiton was the director of scientific affairs and research at the National Sleep Foundation, where she directed the sleep health research agenda , including consensus panels, symposia, small research grants, and white papers. She also played a leadership role in conceptualizing and proposing new innovative ideas and opportunities for research programs, and developed new ways to advance the field of sleep health through research. Before that, Ms. Whiton was a program manager at the National Sleep Foundation. In this role, she provided expert execution for all aspects of existing/established research and government affairs programs including planning, timelines, logistics, content, and faculty management. Ms. Whiton also gained experience as a research assistant at the Johns Hopkins Weight Management Center; the Johns Hopkins Bloomberg School of Public Health, where she worked on Parents of Infants in Neonatal Intensive Care: A Pilot Qualitative Study; and the Virginia Tech Autism Clinic, where she conducted an independent research study entitled Depression, Anxiety and Stress in Individuals Who Have a Sibling with an Autism Spectrum Disorder.

Ms. Whiton received her MHS from Johns Hopkins Bloomberg School of Public Health and her BS from Virginia Tech. She is Certified in Public Health by the National Board of Public Health Examiners.
