The goals of the ACIS program are to reduce unnecessary health services use, increase housing stability, and improve health outcomes for Medicaid participants at risk of institutional placement or homelessness. CMS requires the Maryland Department of Health (the Department) to assess pilot programs operating under the state’s §1115 demonstration waiver using both quantitative and qualitative approaches. At the Department’s request, Hilltop conducted a quantitative analysis of participant characteristics and service utilization for individuals enrolled in ACIS during calendar years (CY) 2018 to CY 2022. This report provides the results of Hilltop’s analysis.
The Model Waiver provides services to individuals with medically complex needs and a chronic hospital or nursing facility level of care to be supported in their own homes or community‐based settings. Services covered under the waiver include private duty nursing (PDN) services provided by registered nurses (RNs), licensed practical nurses (LPNs), certified nursing assistants (CNAs), and home health aides (HHAs).
